Government Accountability Office Training Administrator in Washington, District Of Columbia

Summary This position supports the Leadership and Executive Development portfolio located in the Government Accountability Office, Learning Center. The position includes program management and evaluation, leadership course development, and a variety of consulting services to management in areas such as strategic planning, and organizational/individual performance enhancement solutions. Responsibilities GAO's Learning Center is seeking experienced professionals to serve as a Training Administrator, PT-1712-3. Your typical work assignments may include the following: Serves as the subject matter expert on training curricula such as leadership development, mentoring, coaching, change management and organizational development. Presents presentations and instructs trainings as needed. Serves as a consultant and advisor to management in developing strategies that focus on achieving results and forecasting future trends into program planning initiatives. Develops pre-decisional information and strategies for management consideration. Initiates and/or participates in training development studies, issues, and evaluations. Develops and/or reviews training materials to ensure standardization of GAO training. Performs quantitative and qualitative analysis of end-of-course evaluations and instructors' performance to assure learning objectives, test and skills assessments, and participants' training requirements are effectively integrated into training goals and objectives. Collaborates with senior leadership, managers, and/or subject matter experts to develop and assess the learning needs of GAO employees to ensure that employees at all levels are equipped with the necessary work-related skills. Establishes early and continuous working relationships with directors, contractors, training designers/developers, and subject matter experts during the development of training materials. Manages projects directly related to talent and leadership development, organizational development, change management, succession planning, and procedural and policy changes. Prepares and presents at interagency training, educational conferences and symposia. Keeps abreast of innovative educational and training developments and technology enhancements that affect training delivery for consideration for agency-wide application. Analyzes training efforts to determine effectiveness of the training program and monitors and evaluates current courses for quality control. Provides management with periodic reports on the status of training and an analysis of the effectiveness and capacity of the training program to achieve objectives. Works with contractors and vendors as a technical monitor ensuring aspects of contracts are met within required timeframes. Qualifications You may qualify at the PT-III level, if you fulfill the following qualification requirement: Basic Qualification Requirement Undergraduate or Graduate Education: Major study in education or a subject matter related to education. OR Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in an appropriate field(s); Supervising or administering a training program; Development or review of training/course materials, aids, devices, etc., and evaluation of training results; and Work in a position that requires training or instructing others on a regular basis. AND Minimum Qualification Requirements: Applicants must have at least one year (52 weeks) of specialized experience at the next lower band level, equivalent to the PE-IIA, PT-II, CS-II, or GS-13 level in the federal service, which has equipped the applicant with the skills and knowledge to successfully perform the duties of the position. Specialized experience is defined as experience designing, developing, delivering leadership development learning courses and/or transition programs; reviewing and evaluating training material to ensure standardization throughout the agency; and preparing leadership development learning content and materials for courses, lunch and learn sessions, and/or workshops. In addition to the specialized experience, the ideal candidate will have experience creating effective partnerships with outside contractors and vendors to ensure fulfilment of contracts dealing with the procurement of training. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
