VectorCSP Senior Acquisition Logistician in Washington, District Of Columbia

Job Summary:

The United States Coast Guard (USCG), Office of Acquisitions, National Security Cutter (NSC) Program Management Office (PMO) (COMDT (CG-9321)) is in the later stage of the acquisition lifecycle as a fully mature program. The USCG NSC Program is dynamic and requires flexibility and innovation. Constant oversight and creativity are required to ensure that the systems onboard NSCs continue to remain effective and optimal to the fleet, meet sponsor requirements, and address increasing levels of system and equipment obsolescence, while still maintaining prescribed cost, schedule, and performance parameters. The scope of this requirement includes contractor program management, test and evaluation, engineering, financial, logistics, configuration management, post-delivery, and documentation support services.

Education and Experience:

  • MastersDegreein applicable field
  • 10+ years of experience

Essential Duties:

  • Conduct analysis andidentifyrequirements, gaps, recommendations, and prepare work products supporting planning and coordination for and across each of thelogisticselements and Integrated Logistics Support (ILS) requirementsidentifiedin the USCG MSAM and USCG ILS Manual, and per the USCG Mission Support business model.
  • Coordinate, prepare agendas for, andparticipatein Integrated Logistics Support Management Team (ILSMT) meetings, splinters, working groups, and ad hoc meetings.Providemeeting minutes and action items, and track and status updates for action items through completion.
  • Analyze requirements and related documents,providecontent input for ILS Plan (ILSP) updates, andassistin coordinating review and approval per the USCG MSAM (SOW Section 1.6 (a)).Develop and update ILS documentation and supplemental ILS plans, processes, and procedures (e.g., business rules, standard operating procedures, and other plans required by USCG ILS Manual (SOW Section 1.6 (e)), including, but not limited to the ILSMT Charter and task commitment memoranda.
  • Assistin preparing and assessing readiness for the upcoming NSC transition to sustainment, includingprovidinginput for all associated ILS-related and interrelated criteria and requirements.Must gather data and status information and prepare andmaintainstatus and reports (e.g., dashboards).
  • Support the planning and execution oflogisticsreviews and assessments including pre-ADE-4 Logistics Readiness Reviews (LRRs).Review reports,providerecommendations, complete assigned tasks, and assess progress to address LRR findings and recommendations.
  • Review and provide input for documentation with ILS considerations,provideinput foridentifyingand monitoring ILS-related program risks and opportunities, and prepare corresponding mitigation plans.Identify, and document ILS-related lessons learned.Update the ILSMT Charter and Logistics Element Manager memoranda, and support data calls related to ILS areas.
  • Review prospective production and post-delivery ECs and TCTOs, evaluate completeness from an ILS perspective, and make recommendations to address identified deficiencies in support of TAGs and CCBs.Track status of all production and post-delivery TCTOs in terms of ILS task/activity completion,establishand maintain associated metrics traceable to deliverable ILS products and data sets for each new or modified system associated with TCTOs, and support data calls related to ILS areas.
  • Collaborate with stakeholders and develop, measure, andmonitorprogress against transition to sustainment criteria for and across eachlogisticselement, for each NSC delivered to the fleet, including production and PSA completion delivery.

Knowledge, Skill and Abilities:

  • Experience and knowledge with USCG MSAM and DHS Acquisition Directive 102-01-001 or DoD 5000 series as applicable
  • Experience with the USCG Mission Support Business Model and sustainment of USCG assets isdesired
