VectorCSP Logistician, Journeyman (NSC PMO) in Washington, District Of Columbia

Job Summary:

T he United States Coast Guard (USCG), Office of Acquisitions, National Security Cutter (NSC) Program Management Office (PMO) (COMDT (CG-9321)) is in the later stage of the acquisition lifecycle as a fully mature program. The USCG NSC Program is dynamic and requires flexibility and innovation. C onstant oversight and creativity are required to ensure that the systems onboard NSCs continue to remain effective and optimal to the fleet, meet sponsor requirements, and address increasing levels of system and equipment obsolescence, while still maintaining prescribed cost, schedule, and performance parameters. The scope of this requirement includes contractor program management, test and evaluation, engineering, financial, logistics , configuration management, post-delivery, and documentation support services .

Education and Experience:

  • Bachelor of Science

  • 3+ years of experience

    Essential Duties:

  • C onduct research, data gathering, analysis, and assessments, and provide reports and work products supporting timely delivery and visibility of designated GFE and GFI for NSC production and post-delivery availabilities (i.e., PSAs) including Navy Type Navy Owned (NTNO), Navy Type Coast Guard Owned (NTCGO), and Coast Guard Owned (CGO).

  • M onitor Best Estimated Delivery Dates (BEDDs) against contractual In-Yard Need Dates (IYNDs) and identify projected late deliveries.

  • P rovide input for documentation, correspondence, reports, and briefing materials related to GFE IYNDs including programmatic, technical, and logistics considerations. M ake recommendations for risks and opportunities and mitigation plans associated with GFE and GFI delivery for NTNO and NTCGO systems during production and post-delivery.

  • P rovide agenda input and assist in coordinating, preparing for, and participating in PARM reviews, GFE-related working groups, status meetings, and ad hoc meetings related to GFE and GFI, and must prepare meeting minutes and track status of action items.

  • I nterface with other Government agencies/Servicing Agencies, PARMs, and USCG entities to gather updates for GFE- and GFI-related contract schedules and provide recommended changes to GFE contract schedules to reflect latest approved configuration and associated technical data, logistics products, and service requirements. D ocument GFE- and GFI-related business processes and identify opportunities for process improvement. P rovide lessons learned as requested by the USCG NSC PMO functional lead.

  • P repare and maintain documentation (e.g., dashboard) indicating the major systems/equipment and software associated with each production and post-delivery installation GFE/NTNO/NTCGO system for all NSCs based on hull applicability. The Contractor must support the Weapons System Explosives Safety Review Board (WSESRB) and Combat Systems certification processes by obtaining and providing required GFE hardware and software supporting documentation.

  • Assist in the timely and complete development and review of financial package supporting documentation to obtain GFE, GFI, and associated services for NSC production and post-delivery installation. Track all required financial documentation packages based on production lead times, funding need dates, and process lead times to get funding to the product/service provider on time. Assist in monitoring product/service provider compliance with associated deliverables and schedules.

  • Ensure data management protocols are in place, executed, and maintained for GFI from receipt through dissemination. Track and provide a recurring status report including cumulative listing of GFI received by date and in-process status. Assist in processing GFI physically received from respective PARMs and Program Executive Office Integrated Warfare Systems USCG Programs (PEO IWS 1CT). Analyze and track GFI deficiencies as reported by the USCG Project Resident Office (PRO) or other USCG entities from identification through resolution and must support coordination and communications with PARMs and PEO IWS 1CT for deficiency resolution.

  • Notify the USCG NSC PMO GFE Manager of GFE system technical assistance and parts support required during production. Track Government-Furnished Defective Material Reports (DMRs), Loss, Damage, and Destruction (LDD) Reports, and GFI deficiency feedback.

  • Participate in configuration audit verification activities, including site validations, to ensure configuration consistency and availability of required material and information.

  • Support Configuration Management activities by identifying changes to GFE and GFI requiring configuration and contractual actions and presenting those items in a spreadsheet along with the potential configuration or contractual actions needed. Conduct logistics reviews for GFI submitted to the USCG NSC PMO and provide comments.

    Knowledge, Skill and Abilities:

  • Experience and knowledge with USCG MSAM and DHS Acquisition Directive 102-01-001 or DoD 5000 series as applicable

  • Experience with the USCG Mission Support Business Model and sustainment of USCG assets is desired
