Title: SUPERVISOR DATABASE & WEB SERVICES Location: United States-Virginia-Virginia Beach Job Number: 240000WD Job Summary: Supervise a team of Database and Web Services Administrators in support of Enterprise computing systems in a large retail environment spanning multiple geographic locations. Responsible for the design configuration implementation security and support of all Database and Web Services software. Duties and Responsibilities: Incumbents of this position must be U.S. Citizens. - Supervises Database and Web Services Technical Personnel, exercising time and attendance, scheduling, performance management, and other personnel functions. - Establishes performance, configuration and reliability standards for Database and Web Application Servers. Develops, reviews and approves new / updated policies and procedures for database and web servers. Works with NEXCOM business partners to establish and monitor service level agreements and to develop Business Continuity and Disaster Recovery plans. - Maintains a high level of Technical Expertise in subject areas. Develops staff through coaching, mentoring and setting goals and objectives. - Develops and supervises the execution of Database and Web Services configuration standards and ensures documentation is accurate and up to date. - Monitors Data Base and Web services Instances for performance and reliability. Directs remediation procedures for non-performing instances. - Supervises Web services Security Policies. Coordinates security of access into the enterprise with network and firewall support groups. Develops monitoring procedures for security analysis. - Develops plans and procedures for patch management and version upgrades in Web and Data Base Infrastructure areas. - Develops and maintains contacts with external software application providers of present and future automated tools, products and services to convey the companys needs and to further the companys interests. Coordinates with other IT teams for software upgrades and installation of new products. - Excellent written and oral communication, leadership, collaboration and interpersonal skills are required. - Interacts with all levels of users and management to ascertain business application database and web server needs; develops, coordinates and communicates solutions. - Responsible for overall planning, organizing, directing and delivery of all projects prioritized in alignment with business needs. - Works closely with UNIX, Linux, Windows and SAN teams to ensure resources are available. - Ensure/implement the rigorous application of Information Security/Information Assurance policies, principles, and practices in the delivery of Systems, Applications and/or Services (Hardware & Software). Coordinates the implementation and maintenance of Security Technical Implementation Guide (STIG) and Payment Card Industry (PCI) requirements. - On-call duties and extended hours may be required. - Performs other duties as assigned. The incumbent of this position must file a Financial Disclosure Report (OGE) Form 450, as required. IAT2 jobs: SECNAV M-5239.2 DoN, Information Assurance (IA) Workforce Manual requires that all incumbents of this position possess, and maintain current, two types of certifications as follows: IA Certification: One of the following certifications: Security , GIAC Security Essentials Certification (GSEC), Security Certified Network Professional (SCNP), Systems Security Certified Practitioner (SSCP); or any one of the following higher level certifications: Certified Information Systems Auditor (CISA), Certified Information Systems Security Professional (CISSP), GIAC Security Expert (GSE), Security Certified Network Architect (SCNA). NEXCOM preferred certification is Security Technical Certification: Oracle Admin Certified Associate. Certification must be valid (not expired) as defined by the policy of the certification issuer. Candidates without the required certification may be placed into this job, but must obtain the required certification within 6 months of appointment; failure to obtain the proper certification requirement will result in termination of employment. This position is designated IT-1 (Critical - Sensitive) in accordance with SECNAV M-5510.30 and will require a favorable Single Scope Background Investigation (SSBI). Candidates must be eligible for and obtain a Secret Clearance, within 6 months of appointment. Failure to obtain will result in termination. Qualifications: Qualified candidates must be U.S. Citizens. GENERAL EXPERIENCE: Three years of experience in administrative, technical or investigative work which demonstrated the ability and aptitudes required to perform technical, managerial or analytical work involving management information systems. OR SUBSTITUTION OF EXPERIENCE FOR EDUCATION: One year of related academic study above the high school level may be substituted for 9 months of experience up to a maximum of a 4 year bachelors degree in software engineering or business information systems discipline for 3 years of general experience. AND SPECIALIZED EXPERIENCE: Five years progressive technical experience at the Enterprise Database / Web Services level, with a minimum of three years in each of the following: * Design, configuration, implementation and support of Database and/or Web Services Infrastructure Software including Oracle and MS SQL products. * Monitoring, optimizing and tuning of Databases and Web Servers. * Backup and Recovery; high availability and failover technologies. * Leadership and/or supervisory experience in an Enterprise level IT environment with demonstrated subordinate mentoring and training skills. * Database and Web Server security, including encryption. * Develop, plan and implement IT projects.
