COLSA Corporation Security Administrator (SPACECENT) in Tampa, Florida

Security Manager is the single Point of Contact (POC) for Headquarters SPACECENT and will oversee the security for the SPACECENT Commander’s collateral facilities to include acting as Security Administrator/Security Manager (SA/SM) within the SPACECENT STO facility. Responsible for program collateral security management as well as execution of security policies and requirements for SAPs under the SPACECENT STO portfolio. Additionally, the Security Manager coordinates Special Technical Operations (STO) security activities and personnel billets for SPACECENT support of the Joint Training / Joint Exercise. Responsible for security management and assists the STO Chief with the administration of STO, Special Access Programs (SAP), Sensitive Compartmented Information (SCI), Alternative Compensatory Control Measures (ACCM) and other pertinent security issues limited to the SPACECENT STO facility.

Principal Duties and Responsibilities (*Essential functions)

+ + Provide Policy support as it pertains to CJCS regulations for operating in SCIF accredited spaces and STO facilities

  • Responsible for implementation, oversight, and centralized control of SPACECENT facility & C2 systems to include acting as the SA/SM for the SPACECENT STO facility

  • Performs routine system administrator duties as the STO Systems Administrator and Security Manager (SA/SM).

  • Handles, maintains, and protects special key material in support of collateral and STO communications.

  • Provide facility support, conducts and coordinates security inspections, physical security and other security requirements for the collateral and STO facilities.

  • Reviews proposed new programs, projects, exercises, experiments, and tests from a security perspective for integration into the current SPACECENT infrastructure and SOPs.

  • Provides administrative support, supports physical and administrative security procedures such as: perform entry and visit processing, escort personnel within the facility, verify end-of-day security checks have been conducted and documented.

  • Controls classified media and information, transfers files between local systems to storage devices, and properly dispose of media. Performs courier responsibilities.

  • Maintains accreditation package repository for all collateral, STO and AIS system certification and accreditation documentation for SPACECENT personnel as well as modifications.

  • Inspection support, facilitates self-inspections; identify security deficiencies; and report security violations. Supports security inspections; identify security discrepancies; prepare reports. Manages quarterly and incident security audits.

  • Support Program/Billet Access Request (PAR/BAR). Prepare and process billet access requests (BARs) for Government approval.

  • Conduct annual billet reviews to verify and account for personnel accessed to SPACECENT SAPs and provide summary report to Government.

  • Schedule polygraphs for employees nominated for SAP access as required

  • In concert with USCENTCOM/J3-STO, conduct annual STO security awareness briefings/training to all SPACECENT personnel briefed into STO program.

  • Maintain personnel security files for all personnel working in Secret Compartmented Information Facility (SCIF) and those briefed into the STO program and has user access to the network and program databases.

  • Will require understanding of the process to initiate the establishment of SPACECENT STO facility on the USCENTCOM campus: (will be the primary duties until complete)

  • This function has (4) subtasks:

  • Engage with USCENTCOM/J3-STO office for facility accreditation

  • Coordinate with Joint Staff for facility approval and budgeting requirements

  • Develop collateral and SAP/STO processes and procedures for the Component Commander.

  • Other duties related to the establishment of the SPACECENT Security Program

  • Meet all required PII and record management requirements for said records

  • Extensive knowledge using database management within Planning Decision Aid System (PDAS), Joint Access Database Environment (JADE)

Required SkillsRequired Experience

Required Qualifications

  • Bachelor’s Degree in related field or equivalent experience.

  • Minimum of 8 years of security administration experience in Special Security Office (SSO) or Special Access Program (SAP) security program.

  • Working knowledge of PDAS, JPAS, DISS, (or similar security database)

  • Excellent written communication, report writing, and presentation skills.

  • Active TS/SCI clearance required; US Citizenship required

  • Ability to work well with others in a close knit community and flexible in working hours and requirements.
