Northrop Grumman Mission Systems has an immediate opening for a Systems Engineering Manager to manage the Office of Airworthiness Consulting and Certification (OACC). The Systems Engineering Manager will be responsible to support the N-OSSM Operating Unit within the SPAN Business Unit, and oversee NGMS Airworthiness across the sector reporting to NGMS Airworthiness Executive in collaboration with the Director of NGMS Experimental Flight Ticket Office (EFTO). This position will be located in San Diego, CA.

Essential Functions:

• Ensure successful airworthiness compliance, implementation, control, and validation of internal and external airworthiness efforts.

• Lead a multidisciplinary team to develop airworthiness requirements, consulting with Program Management, Engineering Teams, a IPTs, and execute airworthiness recommendations to demonstrate designed capabilities have met airworthiness requirements.

• Define and maintain standard Airworthiness processes and metrics across the SPAN BU, driving early non-compliance identification and resolution.

• Collaboration with NGAS Lead AW team to support NGC Enterprise airworthiness goals.

• Define and roadmap Airworthiness Certification efforts across the NGMS Sector, driving reuse and commonality across several sites through continuous collaboration while ensuring appropriate airworthy configuration identification and management.

• Work with AW Executive and EFTO Director to develop and implement long term strategies for improving NGMS Sector definition and control.

• Utilize AW Agile Stakeholder methodologies which will enable rapid capability insertion and reduce time to field Implement tools, technologies, and procedure to enable more efficient integration.

• Communicate with customers and manage customer expectations through collaboration with Program Management and Chief Engineer.

• Monitor and advise the creation and modification of software airworthiness requirements to meet civil and military certification requirements.

• Ensure consistent vertical and horizontal collaboration across the NGMS teams with respect to managing AW impacts to software and hardware compatibility and changes.

• Presentation skills to effectively provide status to internal executive management and customers.

• Excellent communication, interpersonal, leadership skills, and the ability to interface with all levels of employees, management, and customers.

• Demonstrated ability to lead airworthiness efforts of complex systems.

• Demonstrated ability to lead and develop airworthiness processes and procedures.

This position will require onsite work at Spectrum Center in Kearney Mesa, CA.

Basic Qualifications:

  • BS degree in engineering or science and 9 years of related experience or 7 years with a Masters or 5 years with PhD.

  • Experience utilizing Earned Value Management System.

  • Experience in staff planning and forecasting for multiple programs.

  • Experience directly or indirectly managing a team of individuals in a technical environment

  • Demonstrated work experience in manned and/or unmanned aircraft systems with management of technical airworthiness planning and verification support including development and negotiation of airworthiness plans, basis of certifications, means of compliance, and certification activities.

  • Experience with MIL-HDBK-516C, MIL-STD 882E / military standards for Airworthiness.

  • A current active in-scope U.S. Government DoD Secret security clearance is required to start with the ability to obtain and maintain a Top Secret clearance and Special Program Access (SAP).

Preferred Qualifications:

  • Master's Degree in a STEM discipline from an accredited university.

  • Design Engineering experience in one or more of the following areas: Air Vehicle Subsystems, Avionics, Mission Payload

  • Experience with one or more of the following: MIL-STDs-1797, 810, 1530, 3013, 704, 1796

  • USAF Airworthiness Policy Directives, Instructions, and Airworthiness Bulletins (AWB)

  • Airworthiness Risk Assessments (AWRA), program risks, and hazard analyses

  • A current U.S. Government DoD Top Secret/SCI level security clearance, to include a Single Scope Background

  • Civil (FAA, TC, EASA) or DoD (USAF, USN, US Army) Aviation Certification experience

Salary Range: $151,900 - $227,900

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
