Job Description:

Responsible for stabilizing and maintaining the Total Rewards policies and procedures framework in areas such as Compensation, Executive Compensation, leave of absence, time off, employee classification and immigration. Evaluate and set up the infrastructure including applicable controls and/or job aids within Total Rewards to consistently deliver the policies, procedures, controls across Total Rewards and to employees and people leaders across all businesses. Establish and/or update the relevant policies/procedures, define corresponding workflows and controls, determine any needed technology configuration and system integrations to be able to report on process adherence and exceptions. Respond/revise the framework as needed in response to regulatory changes. Oversee change management in partnership with TR subject matter experts associated with administration of any policy/procedure/control. Partners with other HR Centers of Excellence, such as Employee Relations, Talent Acquisition, and HR Risk. Drives adherence to Discover's policy and procedure standard and regulatory change management standard. Maintains a culture of effective risk management, accountability, and demonstration of risk awareness across the Total Rewards function. Actively manages and escalates risk and customer-impacting issues within the day-to-day role to management.

Responsibilities

  • Identify and create operational procedures and control framework to ensure effectiveness and accuracy of administration. Work closely with Total Rewards leaders to create, document, and establish controls and ensure adherence and sustainable practices across the team. Document and maintain control framework aligned with Discover standard and ensure documentation and evidence of adherence appropriately saved in designated locations. Assess processes for risk and control effectiveness. Support control design process and assess processes for any control gaps or enhancements needed and coach team members to ensure effectiveness of controls.

  • Develop oversight, testing and monitoring processes to ensure consistency and readiness for all internal audits and compliance reviews across the Total Rewards function. Actively manage and escalate risks and issues to management. Implement improvements to the Total Rewards governance framework as identified. Create action plans for improvement.

  • Ensure policy and standard compliance with regulatory change per Discover’s standard for regulatory change management. Complete gap analysis, partner with internal stakeholders including legal to determine response to change and ensure appropriate policies, standards, controls, internal documents are updated and appropriate ongoing processes are adjusted. In conjunction with HR Technology, determine requirements and downstream systems impacts in response to changes in policies/standards. Coordinate implementation of change with leadership and subject matter experts.

  • Define, establish, and maintain policies and standards for Compensation, Executive Compensation, leave of absence, time off, employee classification and Immigration in coordination with Total Rewards leadership and subject matter experts. Leads cross functional initiatives that help standardize, simplify and de-risk the policy and procedure environment.

  • Ensure adherence to Discover internal standards as it relates to compliance, compliance vendor management, third-party management. Ensure roles and responsibilities appropriately documented and understood across Total Rewards to ensure compliance with internal standards.

  • Develop a set of accurate, repeatable metrics that can measure the governance framework and policy/standards and deviations from policy/standards. Prepare and report metrics to Total Rewards leadership. Ensure compliance with Discover’s standards on exceptions/adherence to policies and standards.

Minimum Qualifications

At a minimum, here’s what we need from you:

  • Bachelor's Degree in Business Administration and Management, Communications, Human Resources, or Law.

  • 8+ years of experience in HR or Total Rewards, Administration, Human Resources, HR Risk, Project Management, or related experience.

  • In lieu of education, 10+ years of experience in HR or Total Rewards, Administration, Human Resources, HR Risk, Project Management, or related experience.

Preferred Qualifications

  • Certified Compensation Professional.

  • Certified Employee Benefits Specialist.

Compensation:

The base pay for this position generally ranges between $88,500.00 to $149,300.00. Additional incentives may be provided as part of a market competitive total compensation package. Factors, such as but not limited to, geographical location, relevant experience, education, and skill level may impact the pay for this position.
