Office of the Chief of Staff of the Army Program Analyst in Pentagon, Virginia

Summary About the Position: Serve as Supervisory Program Analyst/Deputy Division Chief for the Program Development Division (PDD) within the Program Analysis and Evaluation Directorate (PAED). Responsibilities Provide supervision, guidance, direction, and support for analysis and evaluation of policies, programs and resources. Support PAE leadership, Army Commands, and Division Chief through a broad range of supervisory tasks and high-level analysis for programs supporting the Program Evaluation Groups (PEGs), Combatant Commands, and Army Commands. Provide technical guidance and directs tasks of the subordinate staff to develop, evaluate, and defend the Army Program Objective Memorandum (POM). Provide leadership, management, and personnel supervision for military and civilian analysts assigned to the division. Possess the capability to represent the division, the Directorate, or the Deputy Chief of Staff, G-8 when dealing across the Army Staff (ARSTAF) or with other agencies (Congress, OMB, OSD, and Joint Staff) on multiple levels. Specialized Experience: One year of specialized experience which includes: leading the Planning, Programming, Budgeting, and Execution (PPBE) process; performing strategic level analytics for mid and long-term capability planning and requirements; overseeing analytical studies of issues involving research, development, acquisition (RDA) and sustainment related program alternatives; integrating requirements in balancing the equipment resource issues in the budget and program objective memorandum (POM) process. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Budget Administration Leadership Oral Communication Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
