Insight Global TS/SCI Sr. Windows Engineer in Offutt Afb, Nebraska

Job Description

Our client is seeking a senior-level Systems Engineering professional to support a federal client at Offutt AFB, NE. This team provides IT engineering expertise for enterprise systems to ensure the client's IT architecture and solutions will meet mission and enterprise capability requirements.

Responsibilities

  • Assist with conducting market research on emerging technologies, and draft business case analyses (BCAs) to inform leadership on cutting-edge network solutions.

  • Support development of Independent Government Cost Estimates (IGCE) for projects varying in scope.

  • Assist in the development of IT Roadmaps supported by Life-cycle Management and Technical Refresh Plans to follow the IT Strategic Plan, and conduct evaluations on the end results of IT projects or IT services provided by internal or external entities for their ability to meet stated objectives.

  • Review technical solutions with regard to completeness, costs, schedules and performances as well as integration with current architecture and alignment with Roadmaps.

  • Participate in technical reviews, change boards, and productions readiness reviews as assigned by the client.

  • Develop and present decision briefs concerning optimal courses of actions on how best to address problems requiring IT engineering resources.

  • Research and present recommendations on how the command can best leverage emerging technologies to be incorporated in to Roadmaps.

  • Provide technical expertise, direction, and oversight for Information Technology (IT) engineering programs that span current and future mission sets.

  • Recommend new technologies and develop strategies to meet client's evolving capability requirements.

  • Participate in Division Staff meetings, Branch Staff meetings, Service Owner/Manager meetings and other meetings such as training, conferences, user groups, etc.

  • Support operational architectures and ensures solutions meet mission requirements.

  • Provide technical oversight on systems engineering and related technical processes to include change control and configuration management.

  • Leverage insights from national labs, industry benchmarks, and academic best practices when designing network-centric solutions, blueprints, and roadmaps.

  • Offer consistent support to other network-focused service owners and managers.

  • Drive innovation by refining workflows and pioneering, implementing, and endorsing potential and validated solutions in key network technology areas. This includes network security, cloud networking, and network-centric DevSecOps to fulfill future directives.

Skills and Requirements

Qualifications

  • Active DoD TS/SCI clearance

  • A minimum of 12 years' experience as an IT professional with at least four years of documented experience with systems engineering and/or relevant technical systems engineering processes. In lieu of experience, a Master's degree in any engineering discipline or computer science can be substituted for six years of IT experience. A Bachelor's degree in any engineering discipline or Computer Science can be substituted for four years of IT experience.

  • Experience with Systems Engineering Processes and Technical Processes, including: requirements analysis, architecture design, cost estimation (flexible here), technical assessments, technical planning, configuration management, risk management, and technical audits.

  • Windows engineer with training and experience on new techniques and software defined approaches for Platform as a Service (PaaS) and infrastructure. Some experience with Microsoft Active Directory is desired.

  • Demonstrated project management expertise with at least two years spent directing, managing, and evaluating the progress of intricate network or mixed IT initiatives.

  • Training or experience relevant to designing, deploying, and maintaining systems and capabilities that comply with DOD cybersecurity policies and regulations, DoD Software Modernization Policies, and DoD DevSecOps architectures. Major driving policies are DoDI 8510.01 (DIACAP/RMF), DoDI 8500 series (Information Assurance/ Cybersecurity), CNSSI 1253, and CJCSI 6731 (JC2 Security Policy).

  • Current IAT Level II Certification in line with DODI 8570.01-M, such as CompTIA Security+, or willingness to obtain within six months of hire

  • Minimum of five years' track record of potent written and spoken communication capabilities, particularly in the context of network technologies and solutions. This includes the formulation and presentation of sophisticated written documents and spoken presentations on network topics to senior figures at O-6 and SES/GS-15 echelons or above.

  • Minimum of five years' experience of people skills and temperament to work in a calm professional manner with peers, management, contractors, academia, and other entities

  • ITIL 4 experience or certification preferred

  • Familiarity with MOSA preferred

  • Open to ongoing skills enhancement through formal and ad-hoc upskilling null
