Construction & Technical Services (CTS) consists of a design, construction and technical team of architects, engineers, elevator mechanics, as well as project & property managers who provide services for time-sensitive rehabilitation, renovations, and maintenance in City-owned properties.

Its design team performs in-house designs, conducts field inspections, and ensures design compliance with Local Laws. This team also performs reviews of design consultant drawings to assure accountability for the needed renovations.

The construction team manages and oversees time-sensitive construction projects to ensure daily activities comply with contract drawings, specifications, building codes, budget, and timelines. This team assesses field conditions, prepares reports, and coordinates meetings with contractors, consultants, and the in-house design crew to address variations from the original design drawings to accommodate field conditions and/or client requests.

The technical team manages the maintenance and surplus in City-Owned properties, handles the contracts for services including, but not limited to, interior rehabilitation and construction, waterfront construction, sidewalk repair, fencing, demolition, pest control, erection of scaffolding; handles and maintains the design and management of site safety projects (Local Laws and Violations) and maintains and repairs all elevators, escalators and ADA lifts throughout City-Owned buildings within the five boroughs.

The DCAS Trade Shops help with all in-house construction and repair services needed within DCAS-managed sites. The Shops perform small-scale renovations such as partitions/drywall work, rough and finish carpentry, interior/exterior painting, electrical and plumbing repairs, structural steel, concrete, and masonry work and manufacture in-house replacement of parts for obsolete equipment and locksmith services and Mayoral Ceremonies and Special Events.

Job responsibilities include, but are not limited to:

  • Represent the unit on behalf of the Assistant Commissioner/Chief Engineer.

  • Provide coordination and administrative oversight for planning, design, and construction of projects in support of the Agency.

  • Communicate promptly and routinely with leadership and external stakeholders at an executive level.

  • Help establish policies and procedures related to project scoping, planning, budgeting, and delivery methodologies; develop best practices for project execution and management.

  • Responsible to prepare, sign & seal for DOB filing applicable engineering design documents and calculations withing DCAS-managed sites, based on building needs; obtain DOB approval prior to construction and conduct final inspection for the DOB sign-off. All in-house design must be prepared in AutoCAD.

  • Prepare feasibility study by analyzing engineering design; conducting environmental impact studies; assembling data.

  • Prepare engineering documents by developing construction specifications, plans and schedules.

  • Confirm adherence to construction specifications and safety standards by monitoring projects progress and inspecting construction sites.

  • Coordinate with unit in-house technical staff design details before and during construction.

  • Develop change order negotiations based on technical bulletins, drawings and sketches and review the validity of extra work costs and credits of the work performed is not part of the original contract.

  • Develop project priorities and contributes to budget preparations and assist team in procurement of contracts.

  • Provide guidance and input on the development and use of project management delivery support systems, including Archibus and PASSPort.

  • Monitors and reviews all federal, state and city rules and regulations by studying existing and new legislation affecting design and construction.

  • Oversee the execution of projects to ensure completion on time and on budget with the expected quality and help improve the annual completion rates for projects.

  • Train and manage the in-house team to ensure turnkey delivery of all DCAS-managed projects from inception through completion.

  • Coordinate with the DDC team to enhance project delivery within DCAS-managed sites.

Qualifications

  1. A valid New York State License as a Professional Engineer and six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
