POSITION OVERVIEW

DESCRIPTION OF DUTIES AND ESSENTIAL FUNCTIONS

Plans, prepares and advertises construction contracts for drainage improvement projects. Prepares for and conducts pre-bid meetings; receive and review bids and prepares bid tabulations for recommendation of award.

Prepares correspondence and appropriate documents pertaining to Request for Council Action for the award of Design and Construction Contracts for Council approval.

Manages construction contracts and coordinates with various stakeholders and consultants to handle and resolve field issues.

Prepares, reviews and routes for approval contractor’s monthly pay estimates.

Disseminates, communicates, and responds to critical information in a timely manner. Investigates issues/ potential problems and prepares suggestions/solutions when appropriate.

Processes and tracks consultants’ and contractors’ invoices.

Assists with the response to inquiries from City and public.

Provides assistant with special assignments and support as needed.

WORKING CONDITIONS

There are occasional discomforts from exposure to moderate heat, cold, moisture/wetness and unpleasant air conditions. The position may involve occasional exposure to soiled materials and light chemical substances such as cleaning solutions. The position requires stooping, bending and/or lifting of items of up to 30 pounds with occasional periods of walking on rough surfaces. Requires the ability to make simple gross motor responses within large tolerances.

This is a Department of Houston Public Works Emergency Management Position at the Tier 2 Level.

MINIMUM REQUIREMENTS

EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Architecture, Civil Engineering, Construction Management, Landscape Architecture, Project Management or a closely related field based on the responsibilities of the position. Considerable knowledge of design or construction is required.

EXPERIENCE REQUIREMENTS

Six (6) years of experience in construction, construction inspection, design, geo-technical, environmental or a closely related field are required.

Directly related professional architectural, construction or landscape design experience may be substituted for the education requirement on a year-for-year basis.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
