DESCRIPTION OF DUTIES/ESSENTIAL FUNCTIONS

The Houston Parks and Recreation Department is dedicated to building a sustainable community and enhancing the quality of urban life by providing safe well-maintained parks and offering affordable programming for our community. To achieve this mission, HPARD is seeking a Deputy Director to manage/oversee the Community Center Operations/Recreation and Wellness Division.

The Potential Candidate will:

  • Responsible for the operation of sixty (60) Community Centers, and the Recreation programs which includes youth, teen, adult, senior adult population.

  • Oversees the Recreation and Wellness Division which includes, 37 Aquatic Centers, Summer Food and Afterschool Programs, Adaptive Recreation, Permit and Reservations Office, Adult Sports, North Wayside Sports Complex, Youth Soccer, Memorial Fitness Center and Tennis Center Operations.

  • Responsible for over an $18m budget for Community Centers/Recreation and Wellness divisions.

  • Develops the budgets, seeks/facilitates access to external resources, monitors expenditures and stays within the approved budgets.

  • Manages the compilations of divisional reports. Serves as a liaison to citizens, visitors, and representatives of governmental agencies, vendors, and professional contracts.

  • Responsible for overseeing the Mayor’s After-School Achievement Program (ASAP) which is designed to expand after-school and extended summer learning opportunities for Houston youth and support the needs of working families.

  • Supervises and manages personnel within the division, oversees hiring, disciplinary actions, training and development for the divisions.

  • Ensures the divisions are following policy and administrative procedures.

  • Partners internally and externally to develop networks, alliances, and collaborations across boundaries to build strategic relationships.

  • Sets, monitors, and achieves key performance indicators and short term and long-term goals and objectives.

  • Leads special initiatives and projects as assigned by the Director.

WORKING CONDITIONS

The position is physically comfortable; the individual has discretion about walking, standing, etc. There are no major sources of discomfort, i.e., an essentially normal office environment with acceptable lighting, temperature and air conditions.

MINIMUM REQUIREMENTS

EDUCATION REQUIREMENTS

Requires a Bachelor's degree in Business Administration, Public Administration or a closely related field.

EXPERIENCE REQUIREMENTS

Ten years of professional experience in business administration, management or a closely related field are required, with at least four of those years in a managerial capacity.

A Master's degree may be substituted for two years of experience.

LICENSE REQUIREMENTS

Texas Driver’s License

Preference will be given to candidates who have the following:

  • At least 10 years proven experience as a leader in the delivery of programs and services especially in the public sector.

  • Prior experience managing and leading executive level managers.

  • Aligns staff with the vision-foster an environment of trust and active learning, reinforcing positive performance.

  • Possesses a drive for continued improvement, the ability to elevate the expectations of others and mobilize new leaders.

  • Ability to organize and manage multiple priorities and/or projects by using appropriate business methodologies and tools.

  • Goal and performance driven while using effective management skills to motivate, coach, guide and hold staff accountable in a positive environment.

  • Exceptional written communication skills with the ability to create clear, concise, well-organized, well-written reports, proposals, studies, and other written documents, with advanced knowledge of the rules of grammar, spelling, usage, punctuation, etc. and superior attention to detail.

Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.
