Phillips 66 Analyst, Rail Contract in Houston, Texas

The Rail Contract Analyst is responsible for working with Refining, Commercial, Midstream & Chemicals, Value Chain Supply & Optimization and Marketing and the Commercial Rail team, to identify and understand rail movement requirements to support Phillips 66 rail portfolio. This position will be required to complete daily tasks, including managing the day-to-day rail contract management within internal systems and evaluating shipments and identifying alternative routing options and working with various internal & external teams (Accounting, BU’s, Global Logistics Business Improvement team, Intellitrans and Rail vendors).

Primary Responsibilities:

  • Rate Management: Upload and validate rail contract and tariff rates within P66 ERP systems and perform quarterly rate audits to ensure compliance.

  • Invoice Management: Research invoice discrepancies and assist in accounts payable reconciliation.

  • Contract Management: Management of rail contract life cycle in P66 systems, including spend analytics and following P66 Business Policies and Practices.

  • Compile and maintain KPI data for Rail Contracting Team.

  • Implement and upload contracts into the Phillips 66 Ariba system, exhibiting understanding of contract terms and ensuring effective hand over to key stakeholders.

  • Distribute Monthly/Quarterly Metrics on freight spend, shipment volumes and overall rail industry trends.

  • Update systems with rate and movement data to facilitate back-office accounting.

  • Provide support and interface with business units supported by Commercial Rail including the following commodities: Crude, NGL, Coke, Sulfur, Asphalt, Polypropylene, Aviation Fuel, Clean Products, Lubricants, Base Oil, Solvents, Renewables, etc.

  • Occasionally working non-standard hours, including weekends and holidays.

Required Qualifications:

  • Legally authorized to work in the job posting country.

  • Bachelor’s degree.

  • 2 or more years of data analysis experience.

  • Proficient in Microsoft Excel, Word, and PowerPoint.

Preferred Qualifications:

  • 2 or more years of experience in the energy, chemicals, or renewables industries.

  • 2 or more years of experience in logistics.

  • Good understanding of operations and value drivers.

  • Strong problem-solving, organizational skills.

  • High ethics, personal drive, and dedication to achieve team goals, and provide operational excellence.

  • Ability to adapt to changing work environments and make continuous improvements.

  • Ability to set, manage and meet multiple priorities.

  • Working knowledge of SAP and other procurement technologies (e.g., e-Sourcing, contract management), Business Intelligence (BI) reporting tool, Ariba and 3rd party Rail Fleet Management systems (Intellitrans® or BOL Generator®), Railroad on-line tools, PCMiler®, US Rail Impact®.

  • Excellent written and oral communication, inter-personal and presentation skills.

  • Strong willingness and ability to support internal customers in business requirements.

Our truck and rail fleets support our feedstock and distribution operations. Rail movements are provided via a fleet of more than 10,000 owned and leased rail cars. Truck movements are provided through numerous third-party trucking companies, as well as through our 100 percent-owned subsidiary, Sentinel Transportation LLC.
