About the Position

In Lane County, the County Clerk serves as the County’s Chief Election and Recording Official. As the Elections and Recording Manager, under the direction of the County Clerk, you will be responsible for overseeing the day-to-day operations of both the Election and Recording offices. This role involves planning and administering all federal, state, and local elections for 300,000 registered voters in Lane County, Oregon, where all elections are conducted by mail.

Key Responsibilities:

Manage the day-to-day operations of the County Clerk’s Office, including:

  • Administering all Federal, State, and local elections.

  • Maintaining the voter registration of 300,000 active Lane County voters.

  • Recording real property records, including indexing and document retention.

  • Issuing marriage licenses and domestic partnerships.

  • Coordinating civil ceremonies.

  • Overseeing the Property Value Appeals Board process.

  • Administering the Archives Program.

  • Developing, administering, and monitoring the Clerk’s Office budget.

  • Providing expert guidance to other departments, the general public, and other agencies.

    About the Division

    The County Clerk’s office plays a pivotal role in our community’s governance, overseeing essential functions that impact every Lane County resident. Lane County, the fourth most populous county in Oregon, encompasses a diverse landscape extending from the Pacific Ocean to the Cascade Mountains. Our county seat, Eugene, is the state’s second most populous city. Lane County offers a vibrant community for living, working, and recreation, along with an excellent benefits package.

    Schedule: Monday - Friday; 8:00am - 4:30pm, with possible overtime and limited periods of restricted time off, during peak election season. All staff perform statutorily required in-person services and the office is open to the public, requiring staff to work in-person. When work permits, staff have the ability to work from home one day per week.

QUALIFICATIONS

Training:

  • Bachelor’s Degree in related field

    Experience:

  • Five years of progressively responsible experience related to area assigned, including supervisory experience; or an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

    Preferred Requirements:

    Knowledge In:

  • Principles and procedures of election and/or records administration, management, and program planning, development, and evaluation.

  • Applicable local, state, and federal laws, rules, and regulations.

  • Principles and practices of budgeting, accounting, purchasing, contracting, and financial management.

  • Community agencies, organizations, and resources.

  • Principles and techniques of effective communication, including written composition and public speaking.

    Skills In:

  • Planning, developing, evaluating, and managing programs and projects.

  • Preparing and administering elections, budgets, grants, and contracts.

  • Researching, analyzing, and reporting data.

  • Presenting, explaining, and interpreting program goals, objectives, policies, and procedures to the public.

  • Managing staff and planning, organizing, and coordinating program activities.

  • Communicating effectively.

    Licensing Requirements:

  • Oregon Driver’s License;

  • Professional licensure or certification related to the area assigned.

Health insurance coverage becomes effective the first of the month following your first 30 days as an eligible employee.

If you enroll in the HDHP the County will contribute to your HSA: $1,500 (individual) or $3,000 (family) annually. This amount is prorated based on date of hire.
