National Archives and Records Administration Chief Acquisition Officer in College Park, Maryland

Summary This SES position is part of the National Archives and Records Administration, serving as the Chief Acquisition Officer (CAO). The CAO is responsible for providing executive leadership in the areas of acquisition strategy and policy, contracting and acquisition support, strategic sourcing, and demand management Responsibilities As a Chief Acquisition Officer, you will: - Provide advice and assistance to the Archivist of the United States in establishing appropriate business strategies to achieve the NARA mission and agency performance objectives; ensure that NARA acquisition planning and contract management processes are integrated into agency strategic and operational planning processes. - Provide strategic direction and establishes policy governing the NARA acquisition program, including solicitation, award, management, and evaluation of all NARA acquisitions, acquisition operations, and implementation of Federal acquisition laws, regulations, and policies; is accountable for carrying out the duties enumerated for agency Chief Acquisition Officers in the Services Acquisition Reform Act. - Provide oversight to NARA acquisition activities to determine specific areas where performance standards should be established and applied. - Develop and direct programs to enhance the acquisition workforce, including providing for workforce planning, career paths, and education and training. - Ensure NARA internal management controls relating to acquisition are consistent with all laws regulations, Office of Management and Budget guidance, and policies governing NARA management control processes and assure the integrity of NARA acquisitions data. - Direct the appointments of all NARA procurement officials, including Contracting Officers, Contracting Officer's Representatives, Government purchase card (GPC) holders, and GPC approving officials. - Increase the use of full and open competition in NARA contracting and advocates for the use of small and disadvantaged businesses in NARA acquisition decisions. Requirements Conditions of Employment The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Must complete a 1-year SES probationary period, unless previously completed. Must complete a Questionnaire for Sensitive Positions, SF-86, for a pre-appointment full-field background investigation. These competencies would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal program for a nationwide organization or equivalent in the private sector. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Education Education Requirements: The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. Individual Occupational Requirements Basic requirements is as follows: A. Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher level contracting positions, including at least 4-years experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position. AND B. A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. C. Exceptions: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade.
