Digital Forensic Analyst

Civilian Office of Police Accountability (COPA)

Number of Positions: 1 (Additional vacancies possible pending budget approval)

This position is open to the public and all current city employees covered under the City’s Collective Bargaining Agreement with AMERICAN FEDERATION OF STATE, COUNTY, AND MUNICIPAL EMPLOYEES (AFSCME) – BARGAINING UNIT 1, 3, 4 & 5. Only employees in City job titles in this bargaining unit are eligible to bid.

Under general supervision, provides support to Civilian Office of Police Accountability’s (COPA) investigative staff in the collection and processing of various types of electronic evidence; preserves and analyzes data from electronic data sources, including laptop and desktop computers, mobile devices and other sources of audio and video; and performs related duties as required.

ESSENTIAL DUTIES

· Preserves, harvests, and processes electronic data according to all applicable rules and law

· Assists the investigative staff in the collection and maintenance of all types of electronic evidence including audio and video material, as well as electronically stored information.

· Conducts examinations of digital evidence and assists with the preparation of electronic evidence for litigation

· Conducts forensic audio and forensic video analysis in support of investigative needs

· Produces still images for evidentiary purposes

· Ensures that audio and video evidence is collected in a manner that maintains its integrity and a proper chain of custody

· Assists investigators in the review of audio and video evidence and other electronically stored evidence as needed

· Coordinates with the private store owners, Chicago Transit Authority (CTA), Chicago Police

· Department (CPD) and other city departments to ensure that all possible relevant audio and video evidence or other electronically stored information related to a COPA investigation has been acquired

· Coordinates with investigative support services to have relevant audio and video material prepared and converted as needed

· Utilizes forensic techniques and forensic toolsets such as Evidence.com, Salient Sciences VFPro, WonderShare, Cellebrite and cell phone forensics and other video or audio redaction Tools

· Collaborates with the Public Affairs department and Senior Leadership as needed to prepare relevant audio and video evidence for reporting, public dissemination, and litigation, including converting and redacting video.

· Advises agency administration on policies and procedures related to Chicago Police Department audio and video material (i.e., body cams, dashboard cameras)

· Utilizes specialized equipment to process and enhance audio and video data files

· Researches and maintains proficiency in tools, techniques, and trends in digital forensic Analysis

· Remove faces, private information, and/or protected audio from videos.

· Redact and edit video using Adobe Premier Pro CC and/or other systems as necessary.

· Extract video from body worn camera video, in car video systems interview room video, public and private surveillance video, and other video as required.

· Stays abreast of sources of audio and video evidence from CPD, other city departments, and other government entities

Days: Monday - Friday

Hours: 9:00am to 5:00pm

Salary: $64,668 (non-negotiable)

Qualifications:

MINIMUM QUALFICATIONS

Graduation from an accredited college or university with a Bachelor’s degree, plus one (1) year of work experience in digital multimedia editing and enhancing; computer, audio, or video forensic analysis, or an equivalent combination of training and experience.

Licensure, Certification, or Other Qualifications

· A valid State of Illinois driver's license is required

SELECTION REQUIREMENTS

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected for hire.

Preference will be given to candidates possessing the following:

· Previous work experience in digital multimedia editing and enhancing; computer, audio, or video forensic analysis

· Previous work experience using forensic techniques and forensic toolsets such as Evidence.com, Salient Sciences VFPro, WonderShare, Cellebrite and cell phone forensics, or FTK suite

· Previous work experience in Microsoft Office suite, WordPress, SoundCloud, or Vimeo

· Possession of any of the following certifications: Certified Forensic Video Analyst (CFVA), Certified Forensic Video Technician (CFVT) from the LEVA International, Inc., and/or Forensic Video Certification from International Association for Identification (IAI)

· Previous experience with editing video and redacting audio/video and creating video clips.

· Ability to read, write, and speak any language other than English fluently

Residency Requirement: All employees of the City of Chicago must be actual residents of the City as outlined in 2-152-050 of the City of Chicago Municipal Code. Proof of residency will be required.
