PURPOSE OF THE POSITION:
The purpose of the Network Support Specialist is to support, facilitate, and implement the Network Strategic Plan that supports the Interline, Marketing, Operating and Financial objectives of CPKC. The Specialist will provide insight and expertise in the assessment of growth opportunities, network rationalization including CTA related discontinuances and STB abandonments, line sales, line transfers, and transaction implementation. As required, the Specialist participates and contributes to regulatory inquiries and actions including level of service, FOA, NSV determinations and orders.
POSITION ACCOUNTABILITIES:
Support the development of the 3 year CTA discontinuance and US network abandonment plans
Work cross-functionally with multiple departments including Marketing, Operations, and Finance to ensure network changes support CPKC
Support the planning and implementation of railway line retention, sales, leases or discontinuances by liaising with multiple departments regarding financial analyses of operating expenses, future capital requirements, growth opportunities, and land values
Organize, manage and update documentation for both past and new discontinuances, abandonments, leases, sales and transactions
Provide key stakeholders feedback and guidance on railway line rationalization activities
Support and provide guidance to Regional Directors and Manager in the negotiation of line sales, leases and operating arrangements with Class I’s and Short Lines to enhance operating efficiencies
Support in strategy and internal policy formulation regarding key regulatory developments and requirements regarding Net Salvage value, inquiries, governing regulations and orders
Develop and monitor reports on Short Line, Regional and Class 1 Railroads to identify trends and opportunities both on an ongoing and adhoc basis
Support the assessment and implementation of identified business opportunities relating to Interline agreements and network changes
Provide input to Real Estate regarding land parcels that can be surplused and marketed as a result of network rationalization efforts
POSITION REQUIREMENTS:
Post-secondary degree considered an asset
3 years’ related work experience
Experience in transportation, logistics, or supply chain industries considered an asset
Understanding of North American Rail Network considered an asset
Railway operations knowledge considered an asset
Ability to work as part of a large cross functional team
Exercise leadership in non-authority situations
Strong written and verbal communication skills
Excellent analytical and problem-solving skills with strong attention to detail
Ability to present information in a digestible and clear way
Strong computer skills, including advanced knowledge of Microsoft Excel and PowerPoint
Ability to work effectively with a wide range of internal and external stakeholders

Management Conductor Program:
