Office of the Director of National Intelligence Strategy Group Chief in Bethesda, Maryland

Summary The Policy & Capabilities Directorate ensures the IC is best postured for the threats and challenges of an uncertain future, through strategy, policy, and capabilities development. Comprised of 7 organizations, PC oversees IC Human Capital; Acquisition, Procurement & Facilities; Intelligence Advance Research Projects Activity; Science & Technology Group; Requirements, Cost & Effectiveness; Policy & Strategy; and Domestic Engagement, Information Sharing & Data. Responsibilities Lead, oversee, refine, and promote effective approaches to improve the development and execution of IC strategies, including the National Intelligence Strategy (NIS), to include facilitating senior-level strategic decisions, and providing expert recommendations to the Office of the Director of National Intelligence (ODNI) senior leadership. Advance ODNI's approach to developing, communicating, and evaluating strategic direction needed to lead the IC; ensure direction is value-added, clear, consistent, and outcome oriented; ensure efforts are focused on the most significant issues aligned to broader national security and organizational goals. Lead and oversee initiatives to promote improved leadership, direction, and communication for the broader IC strategic planning community of interest. Establish, guide and oversee ODNI and IC working groups, boards, and committees, as needed, to support accomplishment of corporate and strategic goals. Advise on development of ODNI and IC-level strategies and strategic planning documents. Support the DNI's Senior Advisory Group and other DNI panels, adding value to decision making on issues of concern to the DNI and the PDDNI. Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities. Promote intelligence integration IC-wide through effective strategic outreach, public speaking/writing, and supporting enterprise professional development activities. Requirements Conditions of Employment Must be a current permanent ODNI employee. OR Must be a current permanent Federal employee Must have supervisory approval to apply to the Joint Duty Assignment. Must be currently at the grade level of the detail. No Temporary Promotion Opportunity The program does not apply to members of the Military service or contractors. Qualifications Mandatory Requirements: Expert Knowledge of strategic planning processes, organizational behavior, and program performance assessments and management. Master ability to provide strategic and tactical planning that pertain to personnel policies, regulations, and the development and execution of the best business practice methodologies. Expert knowledge of the IC and its entities, to include their missions and interrelationships. Exceptional oral and written communication skills and the ability to produce clear, logical, and concise products. Expert analytical and critical thinking skills, including the ability to think strategically and identify needs, requirements and develop recommendations. Proven exceptional ability to work with senior officials, to build and sustain professional networks in a diverse, fast-paced, multitask environment, and to manage competing priorities. Minimum of 10 years' experience in strategic planning, strategy development, successful leadership and direction of initiatives on behalf of interagency USG, IC-wide, or major private organization. Minimum of a Bachelors' Degree along with professional certifications/training and/or graduate degree plus at least 10 years government, private sector, and/or non-government organization experience. Salary Determination: A current Federal Government employee, selected for a detail, will be assigned to the position at their current grade and salary.
