The University of Maryland, Baltimore (UMB) is in search of an innovative and collaborative individual to assume the role of Executive Director for the award-winning Center for Health and Homeland Security (CHHS).Reporting directly to the University’s Provost/Executive Vice President, this role serves as the Chief Executive Officer of CHHS with responsibility for setting the strategic direction and long-term vision of CHHS in alignment with its mission and goals. The incumbent will lead strategy, planning, and execution activities to ensure CHHS achieves its objectives, advances its impact in the fields of emergency management, homeland security, and related areas, and remains at the forefront of this vitally important field. Should the selected candidate choose to pursue a faculty appointment within the schools, the selected candidate must fulfill teaching obligations within CHHS, and contribute expertise to courses that align with the organization's educational goals. About the Center for Health and Homeland Security (CHHS) The CHHS is one of three university-wide centers housed in the Office of Provost and joins an additional 50 academic centers housed in schools at the university. The CHHS works closely with the University of Maryland Francis King Carey School of Law (Maryland Carey Law) to administer and teach several graduate programs in Cybersecurity and Crisis Management Law; offers an academic externship and employs students as research assistants each semester; and produces academic research and empirical case-studies in several fields. The CHHS also has a robust consulting portfolio through which it provides tailored and comprehensive consulting services in the fields of emergency management and homeland security to governmental and institutional organizations. Specific areas in which it provides consulting services include community resilience, continuity of operations planning (COOP), exercise and training, health security, disaster recovery planning, and public safety technology. Over 90% of CHHS’s funding is derived from public and private entities that retain CHHS on a fee-for-service basis in its consulting activities, and from fees associated with it academic activities which includes a diverse catalog of courses in the Maryland Carey Law’s Juris Doctor (JD), Master of Law (LLM), Master of Science in Law (MSL), and Master of Professional Studies (MPS) programs. Now in its twenty-third year, CHHS has more than 35 professionals on staff. CHHS has expanded to new offices on the UMB campus, and, in 2009, opened its own building on Russell Street neighboring Oriole Park at Camden Yards. Additional CHHS staff operate directly in client offices throughout the Baltimore and Washington D.C. metro area. Primary Duties * Meet and consult with university leadership including the Dean of the Carey School of Law and the Provost/Executive Vice President to discuss the business, consulting, and academic activities of CHHS. * Work closely with the UMB budget office to manage CHHS’s budget and ensure that CHHS operates within a balanced budget. * Meet regularly with and supervise the CHHS Program Directors, and work with them to identify and prioritize key areas of research, writing, and consulting work within their respective areas of expertise. * Supervise all CHHS personnel in carrying out their assigned duties to CHHS clients. * Meet regularly with and supervise the CHHS Associate Director(s). * Supervise the CHHS Office Manager and oversee administrative operations, ensuring seamless client interactions and efficient office functions. * Direct marketing strategies and initiatives aimed at promoting CHHS services to prospective clients by leveraging various communication channels and networking opportunities. * Actively prioritize the needs of marginalized and vulnerable populations; recognize and address disparities in emergency preparedness and response efforts; and work collaboratively with diverse stakeholders to build more resilient and inclusive communities. * Foster and maintain relationships with public and private institutions; cultivate partnerships that contribute to CHHS's growth, outreach, and collaborative projects. * Collaborate and consult with the leadership of other UMB centers and institutes to identify partnership, resource sharing, and joint funding opportunities. * Regularly evaluate and ensure the high quality and effectiveness of all academic and teaching commitments offered by CHHS. * Collaborate closely with faculty and academic leaders to maintain rigorous standards in teaching methodologies, curriculum development, and learning outcomes across the various degree programs. * Encourage innovative and impactful teaching strategies to enhance the educational experience for students. * Supervise or personally engage with numerous public and private institutions seeking CHHS expertise for presentations, workshops, and other academic pursuits. * Participate in legislative hearings and assist in the development of legislative policies. * Perform other duties as assigned. Education:Bachelor’s degree in law, medicine, public health, or a related discipline. Master’s degree preferred. Experience:Nine (9) years of experience in emergency management, homeland security, cybersecurity and/or emergency public health fields with at least five (5) years of experience specializing in one health or homeland security program. Experience in program oversight including program planning, budget, coordination, and administration, curriculum development, evaluation or instruction or preferred. Supervisory Experience:Five (5) years of direct management/leadership level experience. Other:Financial disclosure reporting required by State of Maryland Ethics Commission.
