Job/Position DescriptionPurchaser IIIPerforms entry-level purchasing related work involving the purchase of commodities and services. Maintains records of items purchased. Works under general supervision with moderate latitude for the use of initiative and independent judgment following HHSC and PCS policies and procedures, and laws governing state purchasing. Essential Job Functions50%) Assists with procurements using the most applicable and cost-effective purchasing methods based on laws, rules, policies and established guidelines. Receives and tracks vendor responses to solicitations. Assists with identifying provider resources and evaluating information supplied by bidders. Processes requisitions in an automated environment, including reviewing requisitions for completeness and compliance with applicable requirements. Research vendors for products and services. Assists with monitoring legal and regulatory requirements pertaining to purchasing. Maintains all required documentation supporting transactions. Uses automated procurement systems.(20%) Prepares and distributes procurement documents to vendors. May assist with reviewing and tabulating bids. Works with management, requesters, subject matter experts, stakeholders, agency staff, and other purchasing staff to resolve purchasing related issues. May assist with preparing, reviewing, releasing and tracking purchase orders (POs) based on requestersand#146; needs. Responds to phone and e-mail inquiries from requesters and other staff regarding the status of requisitions, POs and the delivery of goods or services.(20%) Prepares, reviews, processes and tracks solicitations and purchase orders. May assist with preparing, reviewing and maintaining purchasing and procurement reports. May assist with supporting Historically Underutilized Business (HUB) outreach and participate in procurement related events.(10%) Performs other duties as assigned, such as participating in or providing support for the agencyand#146;s disaster response and recovery obligations or Business Continuity Plan activation. Attends work on a regular and predictable schedule in accordance with agency leave policy.Registrations, Licensure Requirements or CertificationsMust obtain CTCD certification within 6 months of hire date. Knowledge Skills AbilitiesKnowledge of purchasing and procurement methods and procedures, of state procurement principles and practices, of assigned commodities and products on the open market, of supply sources, and of the principles of business administration and accounting. Skill in problem solving and in the use of a computer and applicable software. Ability to perform arithmetical computations, to evaluate bids, to develop methods and procedures for locating supply sources, to maintain a system of record keeping, to maintain effective working relationships with vendors and suppliers, to communicate effectively, and to provide guidance to others. Initial Screening CriteriaGraduation from high school or equivalent. Six months of experience in purchasing, contracting or office administration is preferred. Related education may be substituted for experience.
