Job/Position DescriptionProperty Manager IVWorks under minimal supervision from the Business Services Manager (BSM), with extensive latitude for the use of initiative and independent judgment. The Business Services Officer IV performs highly advanced (senior-level) property management work for one of the largest facilities within the region. Coordinate facility support services to executive staff within the facility assigned. Work involves directing and managing a wide range of facility support activities, includes functions such as building maintenance, receiving, office supply distribution, office moves/space planning, modular reconfiguration, minor construction, recycling services and surplus property disposal. Plans, schedules, and coordinates maintenance, repairs, moves/changes, and construction projects with building tenants and/or the TFC. Serves as liaison for the security and janitorial services contracts, cafeteria, snack bar/vending services. Evaluates and oversees service contract requirements, and manages the operations, maintenance repairs and improvements of state-owned building. Oversees the purchasing of and/or purchases building and maintenance supplies, equipment, or furniture. Plans, schedules, manages, monitors, and coordinates general maintenance of property, major repairs, and remodeling or construction projects. Provides consultative services, guidance, and technical assistance to customers in agency programs. Analyzes program requests and develops action plans to meet or exceed needs. Consults with contractors, lessors, public officials, and internal and external agency representatives to resolve problems and ensure continued service delivery in support of HHS regional programs. Conducts on-site studies and analysis of operations in assigned regional office locations to collect data, determine trends, resolve problems, and ensure compliance with building regulations, safety codes and other applicable facility standards. Prepares reports of findings and makes recommendations on improving procedures and initiating new practices. Develops schedules, training, sets priorities and standards for achieving and meeting property management and building services goals. Inspects facility and equipment to determine necessity for maintenance and repairs. Assist in developing and monitoring for compliance Interagency Contracts (IAC) for contracted services with outside vendors.Essential Job FunctionsAttends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.Plans, schedules, manages, monitors, and coordinates general maintenance of property, major repairs, and remodeling or construction projects; ensures all emergency and routine building problems and safety issues are identified and corrected in a timely manner. Performs quarterly facility reviews, annual vulnerability assessments, and annual drills for the assigned facility. Trains tenant council members on available Facility and Warehouse Services (FWS) services, how to request assistance, supplies and/or equipment, and the appropriate monitoring and reporting of safety or security concerns.
