Position Overview: The Director of Diagnostics Strategy and Development will plan, develop content, deliver high impact training, and manage internal and external stakeholders to implement district and campus-based diagnostics through the following programmatic vehicles: The Effective Schools Framework (ESF) is a framework designed to support campuses with planning and implementing effective systems; the ESF is implemented through the ESF Diagnostic, which provides campuses with an understanding of current state of key campus systems e.g., culture, talent, curriculum and instruction to support identifying research-based practices to advance student outcomes The Effective District Framework (EDF) is a framework designed to support districts with planning and implementing effective systems that lead to their envisioned student experience and ambitious student outcomes. The frameworks levers consist of systems such as Organizational Planning Performance Management, Talent Systems, Culture Student Support Experience, Academic Experience, Instructional Capacity Building, and Finance and Operations. Texas Strategic Leadership (TSL) is the programmatic support to coach superintendents and their leadership teams through identifying, planning, and implementing systems and best practices to achieve their envisioned student experience and ambitious student outcomes. The TSL has a foundational landscape analysis support grounded in the EDF as well as a strong emphasis on data-driven strategic planning and performance management. HB-1605 Local Classroom Reviews The Director will report to the Director of District Leadership Supports, closely partnering with the director and senior agency leadership to collaboratively strategize, plan, and deliver the supports above. As a leader of fast-moving programmatic work, the Director will be responsible for quality assurance of content and supports, rolling up and reporting out data and lessons learned to the Division Director of District Strategic Supports and other senior leaders at the TEA. The Director will performance manage technical assistance vendors and Education Service Centers. The role will involve interactions and relationship-building with ESCs, district superintendents, their leadership teams, and campus principals. The role entails significant internal TEA and external stakeholder engagement to ensure content and supports provided incorporate our strongest content expertise and field feedback. This role sits within TEAs Division of District Strategic Leadership, which includes the District Leadership Supports Team and the District Strategic Advising Team which collectively support superintendents, districts, and campuses across Texas with strategic planning, performance management, and research-based best practices. You may perform other functions as assigned. 1. Diagnostics Planning, Strategy, and Execution Management: Sets the strategic vision for and oversees the implementation and scaling of academic diagnostics for the Effective Schools Framework, Effective District Framework, Texas Strategic Leadership, Strong Foundations, and HB-1605 local reviews of instructional materials in partnership with the Director of District Leadership Content and Training Director and other agency leaders.2. Content Development Management: Manage team and vendors in high quality content development including diagnostic tools, core trainer of trainers professional development material, and district and campus-facing material, and any additional aligned content; directly develop content when needed, as well. Engage a breadth of cross-agency and external stakeholders in developing high quality content and resources.3. Professional Development Delivery: Directly deliver and manage team and partners to deliver high impact professional development to conduct diagnostics and ongoing job-embedded coaching aligned to principles of adult learning.4. Performance Management, Knowledge Management, and Data Systems: Collaborate with internal data analytics team to develop and continuously improve diagnostics data dashboards and tools to improve fidelity of implementation of supports, manage project plan to ensure strong LEA-facing systems development; partner with division leadership to execute strong performance management routines.5. Team Management and Supervision: Manage and coach teammates effectively toward program outcomes and individual development goals and needs; foster a positive, productive, and collaborative team culture. Qualifications: Minimum Qualifications Education: Graduation from an accredited four-year college or university Experience: At least five (5) years of experience including 1) a campus or district leadership position 2) managing or playing a key role in executing a large, complex project and developing and/or implementing project management systems and 3) building and/or conducting campus and/or district level diagnostics or needs assessments aligned to research-based best practices Other Qualifications Certified Texas Contract Manager (CTCM) certification must be obtained within the first six (6) months of employment Share the belief that all Texas students can achieve at high levels and are able to succeed in college, career, or the military Keen eye toward building high quality content aligned to best practices, research, and adult learning principles Highly organized with strong planning and strategic thinking skills; ability to balance the demands of multiple projects at different stages of development while maintaining quality and consistency across all work Problem-solving orientation, with an ability to break down complex information into component parts, ask questions, synthesize, and analyze Ability to build relationships and strong rapport with others, and an ability to manage relationships with senior district, ESC and internal agency stakeholders Meticulous attention to detail with an ability to produce high quality work in a dynamic environment Excellent written and oral communication skills A desire to self-reflect, give/receive feedback and continuously improve Prior experience with Texas schools and broad knowledge of Texas education preferred As an equal opportun
