We are bidding on a contract to provide Engineering and Technical Support to the U.S. Army Cyber Command (ARCYBER), Technical Warfare Center (TWC), FGGA, GA Cyber Center, Ft Belvoir, VA. This contract will be providing Engineering and Technical assistance for Industry Engagement; Capabilities development, Cloud architecture/planning, Risk Management Framework (RMF), Network Engineering, and Data Sciences, Architects & Analytics, Strategic Planning methodologies in support of planning and execution of ARCYBER's next-generation capabilities and tools that enhance the effectiveness and efficiency of the ARCYBER operations. Knowledge of Technology Transition and Transfer programs and acquisition planning and execution. Services required across functional areas include but are not limited to: Capabilities Development, Industry Engagement; Cloud administration, Architect and Software Engineering, Risk Management Framework (RMF) Engineering, Data Engineering and Data Science, Program/Project Management, Data Analytic, Knowledge Management, Engineering and System Analyst/Configuration Management.

This opportunity is contingent upon successful contract award to Oneida Technical Solutions.

We are seeking a Technology Engineer to join this long-term contract upon award.

The ideal candidate for this role will provide support for facilitating developers, integrators and ARCYBER customers define future programs. Contractor will interface with the stakeholders in the strategic design process to translate business requirements into technical designs. Develops, reviews, and implements all levels of planning guidance in support of cyber operations. Coordinates with intelligence and cyber defense partners to obtain relevant essential information. Serves as a point of contact for engineering efforts and while assisting in maintaining compliance with the customer's policies and guidelines.

Daily responsibilities could include:

  • Contractor will communicate, explain, or defend ideas or information clearly to stakeholders and senior leadership.

  • Participates in analysis of system interoperability/integration requirements and interoperability/integration tests and proof of concepts studies relating to force protection requirements supporting cyberspace operations.

  • Participate in special project, research, technology demonstrations, assessments, or piloting of new technologies.

  • Conducts analysis to include interoperability/integration of both hardware and software systems and families of systems across varied mediums.

  • Provides recommendations based on expert judgment and analysis for the design, development and implementation of technical products and systems.

  • Participates in experiments and investigations under the guidance of engineers.

  • Recommends solutions to highly complex technical issues, conducts advanced research, and identifies product/service innovations.

  • Provides subject matter expert consultation in one or more areas for the design, development, analysis, and implementation of technical products and systems.

  • Utilizes expert judgement to recommend best practices for all internal activities and product development.

  • Utilizes expert judgement to analyze operations and offer recommendations for improvement of cyber technical solutions.

  • Inspects and makes recommendation to modify existing designs and prototypes.

  • Conducts research, collects data, and writes reports.

  • Interfaces with industry on a multitude of cyber technologies.

  • Creates recommendations and presents to stakeholders and leadership.

  • Translates technical documentation and engineering drawings to non-technical users, stakeholders and/or leadership

Qualified candidates will possess the following:

MA or MS with experience in management of projects or BA/ BS with experience in management of technology projects

A degree in computer science or similar with demonstrated knowledge of computer networking concepts and protocols, and network security methodologies.

Ability to demonstrate skills to synchronize operational assessment procedures with the critical information requirement process.

Demonstrate knowledge of risk management processes (e.g., methods for assessing and mitigating risk), knowledge of basic physical computer components and architectures, including the functions of various components and peripherals (e.g., CPUs, Network Interface Cards, data storage), knowledge of cyber threats and vulnerabilities.

Contractor shall demonstrate the ability to apply expertise in policy and processes to facilitate the development, negotiation, and internal staffing of plans and/or memorandums of agreement, skills to craft indicators of operational progress/success, knowledge of the processes to synchronize operational assessment procedures with the critical information requirement process.

*Qualified candidates for this role must possess a TOP SECRET security clearance and be immediately eligible for nomination to receive Special Compartmented Information (SCI) access.

Must be able to complete a Counterintelligence (CI) Polygraph and obtain MEAD NSA facility access and security clearance requirements upon request.
